Fagel is adjunct faculty in the Master of Public Administration program, and an industry expert with over four decades of public service in emergency management, law enforcement, and corporate safety and security.

The paper was co-authored by Shenyu Li of Shanghai University of Finance and Economics, and Peter Popkowski Leszczyc of University Alberta-Alberta School of Business.
