Limited Submission Grants

Some sponsors have limits on the number of proposals that may be submitted from an organization. In these cases, an internal selection process is required to determine which proposals will go forward.

Faculty wishing to participate are required to submit a pre-proposal (details at the bottom of this page) for an internal competition. If your proposal is selected to move forward, your proposal may require an internal or “red team” review. Additional information will be provided at the time of selection.

The internal deadline for all limited submission proposals is at 5:00 pm, three (3) months prior to the sponsor deadline. For example, if the proposal deadline is July 5th, then the internal deadline from must be completed by April 5th. Internal proposals received after the internal deadline will be prioritized according to the date of submission.

Below is a list of agencies with solicitations that limit the number of proposals an organization can submit.  Instructions for submitting a pre-proposal follow this list.

National Science Foundation (various programs and deadlines throughout the year)

US Nuclear Regulatory Commission (various programs and deadlines throughout the year)

Blavatnik Awards Young Scholars (Proposals are usually due in September)

Camille Dreyfus Teacher-Scholar Awards (Proposals are usually due in February)

Pre-Proposal and Internal Review Process

Pre-proposal Submission

Pre-proposals are submitted through this OneDrive form, and must be received by 5:00 PM on the day of the internal deadline to receive full consideration. Email submissions will not be accepted. In case the number of pre-proposals received is fewer than the submission limit, the Office of Sponsored Research (OSRP) may accept late pre-proposal submissions.

 

The information required in by the pre-proposal Google form is

  • Sponsor, name of the program, solicitation number
  • PI and all personnel (including co-PIs, senior personnel, subcontractors, etc.) and their affiliation
  • Full title of the project
  • Proposal abstract: a one to three-page summary and a budget and budget justification

Internal Review Panel

The Vice Provost for Research (VPR), or designee, will convene an internal panel to review properly submitted summaries. The panel will meet to discuss the relative merits of the summary and to recommend the summary (ies) to be invited to submit. On rare occasions, the panel’s recommendations may not be accepted by the Vice Provost for Research based on University priorities or best interests. Decisions will typically be reached two weeks after the internal deadline.

Red Team Reviews of Proposals

Large or complex proposals will undergo red team reviews. The VPR will convene a red team review panel consisting of internal and/or external reviewers. The panel will receive an 80% complete draft of the proposal to the sponsor four weeks prior to the sponsor deadline, and will meet with the PI and his or her team to provide feedback three weeks prior to the sponsor deadline.
